What we do

Eurofound’s research priorities for 2025–2028 are shaped by the opportunities and challenges arising from four mega-drivers: climate change, demographic change, technological change and re-globalisation.

Eurofound research focuses on the four policy areas mandated in the Founding Regulation – working conditions, industrial relations, employment and living conditions. The Agency continues to collect high-quality survey data and aims to support its stakeholders by providing evidence that can support their policy actions. At the same time, Eurofound reserves some flexible capacity in order to respond to emerging issues and stakeholder ad hoc requests. Eurofound celebrated 50 years of research in 2025.

Ad hoc information requests

Reacting to ad hoc information requests from Eurofound’s core stakeholders is a key activity in the new programming period. Key objectives of this service are to ensure rapidity, flexibility and quality in delivering customised input to meet new and emerging information needs.

Network of Eurofound Correspondents (NEC)

As part of its knowledge base, Eurofound has at its disposal a network of national correspondents, based in all Member States plus Norway. Input from the correspondents supports Eurofound’s research by gathering, analysing and reporting on specific developments (policies, practices and regulations) in the EU Member States in relation to the thematic areas covered in Eurofound’s Multiannual research programme 2025–2028, and supporting Eurofound outreach at national level.

Contributions to EU presidencies

Learn how the rotating EU Presidency ensures the smooth functioning of the Council of the EU, with Member States working in trios to set shared priorities over 18 months. Eurofound supports this process by providing comparative research and expert knowledge to help shape and implement EU social, employment and working conditions policies.

Contributions to EU priorities

The European Council’s Strategic Agenda for 2024–2029 sets out the main priorities to guide the work of the EU institutions over the next five years. Taking up a second mandate in December 2024, European Commission President von der Leyen, has set out plans for sustainable prosperity and competitiveness in Europe’s twin transition. The Commission’s top priorities also reflect those of the European Parliament and the European Council.
